Mohammed Ali Al Qaed, Chief Executive of the Information & eGovernment Authority (iGA), has been awarded the prestigious title of ‘Best CEO in the Government Sector’ at the BSCM Excellence Award ceremony. Organized by the Bahrain Society for Human Capital Management (BSCM), the event was graced by the presence of Ali Bin Saleh Al Saleh, Chairman of the Shura Council.
In addition to this individual honor, iGA also received the ‘HR Innovation’ award for its Technical Development Programme (TTDP), recognized as the best public sector initiative in human resources development.
Recognizing Leadership and Innovation
Al Qaed dedicated this achievement to Bahrain’s leadership under His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister. He emphasized the leadership’s vision in empowering national talent and fostering innovation across government sectors, which has led to milestones in various fields.
He attributed the success to the continued support of General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior and Chairman of the Ministerial Committee for Information and Communication Technology (MCICT). Al Qaed also highlighted the collaborative efforts of government entities in driving digital transformation and workforce development, which align with Bahrain’s Economic Vision 2030 and the Government Plan (2023–2026).

The award recognized Al Qaed’s strategic vision for human capital development, particularly his initiatives to nurture national ICT talent. His commitment to employee development, innovation, and professionalism in HR management practices was lauded as a model for government leadership.
Technical Development Programme and HR Innovation
iGA’s Technical Development Programme (TTDP), created in partnership with the Ministry of Labour, won the ‘HR Innovation’ award. This national initiative focuses on enhancing technical skills and fostering creativity among young graduates and job seekers in the ICT sector.
The programme is a cornerstone of Bahrain’s economic recovery plan, aiming to equip participants with the expertise to address future challenges and prepare them for leadership roles in the technology field. Additionally, it supports the Bahrainisation of technical positions by developing local talent.
GovEmployee App Garners Recognition
The GovEmployee app, a collaborative project between the Civil Service Bureau and iGA, was honored with the ‘Digital Transformation in HR’ award. The app’s success underscores the effective integration of digital technologies into HR processes, improving accessibility, efficiency, and service delivery.
Al Qaed commended this achievement as a testament to the joint efforts in enhancing digital transformation in HR, reflecting the broader goals of innovation and development in Bahrain’s government sector.
