A memorandum of understanding (MOU) has been signed between the Asian Development Bank (ADB), the Posts and Telecommunications Division (PTD) under the Ministry of Posts, Telecommunications and Information Technology, Bangladesh Telecommunications Company Limited (BTCL), and the Public-Private Partnership Authority (PPPA) of Bangladesh. The MOU outlines plans to develop Bangladesh’s first green data centre under a public-private partnership (PPP) model, which will be established through international competitive bidding.
The MOU was signed by key representatives, including AKM Abul Kalam Azad, Director General of PPPA, Md Anwar Hossain, Managing Director of BTCL, and Hoe Yun Jeong, ADB Country Director, during a ceremony held at the PPPA conference room in Dhaka. The project will see the construction of a state-of-the-art data centre at a BTCL-owned site near Chattogram, which will operate on renewable energy and offer commercial colocation services to public and private sector enterprises, while also addressing BTCL’s internal data storage requirements.
Hoe Yun Jeong stated that the project aligns with Bangladesh’s digital vision and aims to integrate cutting-edge technology and sustainable practices to drive the country’s digital transformation. The initiative is also expected to foster private investment in the IT sector, boosting capital mobilisation for digital technologies.
A transaction advisory services agreement will soon be signed to facilitate the implementation of this pioneering PPP project, with ADB’s support focusing on feasibility assessments, structuring, and capacity building for stakeholders.
