PTA Reassesses Local Loop Licensing to Drive Broadband Expansion and Technological Innovation

The Pakistan Telecommunication Authority (PTA) has launched a consultation to review the Local Loop (LL) licensing regime, considering the impact of emerging technologies and market demands. The consultation paper explores whether LL licensees should maintain mandatory voice services or adopt newer technologies such as Voice over Internet Protocol (VoIP) and Network Function Virtualization (NFV). One key proposal is to allow LL licensees to operate exclusively as Internet Service Providers (ISPs) without offering traditional voice services, a move designed to foster broadband expansion and improve service delivery.

Additionally, the PTA is considering making the LL licensing regime technology-neutral, which would give operators the flexibility to implement innovations like Software-Defined Networking (SDN) and Packet-Switched Networks (PSN). The goal is to enhance efficiency, attract investment, and support the rollout of next-generation telecom infrastructure. Another important aspect under review is the redefinition of numbering resource allocation for LL licensees adopting modern technologies to ensure efficient use of resources.

The consultation also references legal frameworks such as the Pakistan Telecommunication (Re-Organization) Act, 1996, and the Telecom Policy, 2015, underlining the need for compliance while adapting to technological advancements. A broadband-centric approach could increase competition, lower internet costs for consumers, and improve service quality. The PTA expects this review to accelerate digital transformation, especially in rural and underserved areas, with the Universal Service Fund (USF) playing a crucial role in financing broadband expansion.

Lastly, the consultation addresses whether LL licensees should continue providing emergency services, directory assistance, and operator support. This issue is vital for ensuring public safety and accessibility, especially in regions where traditional telephony is still necessary. PTA is striving to balance modernization with consumer protection and continuity of services.
