Morocco’s ANRT Mandates Telecom Infrastructure Sharing to Boost Competition

Morocco’s National Telecommunications Regulatory Agency (ANRT) made a landmark decision on March 4, requiring telecom operators to share their fiber optic infrastructure. The ruling, identified as DG/05/2025, introduces new technical and pricing guidelines for infrastructure sharing among the country’s three major telecom operators: Maroc Telecom, Orange, and Inwi.

Under the new framework, operators can operate in two distinct roles: Infrastructure Operators (IO) and Commercial Operators (CO). Infrastructure Operators are required to lease their networks to competitors, while Commercial Operators can provide services using the infrastructure of their competitors, even in areas where they lack their own network coverage.

The regulation also mandates that Infrastructure Operators offer non-discriminatory access to their networks and make their pricing structures, including after-sales services, publicly available. This decision is expected to increase competition and foster a more dynamic telecom market in Morocco.
