Egypt Plans to Boost Digital Skills as Part of Its ICT Offshoring Strategy

Egypt has outlined plans to enhance its digital skills training as part of its broader strategy to position itself as a global ICT offshoring hub. During a meeting between government ministers and industry executives on March 20, officials highlighted the country’s focus on training in key areas such as artificial intelligence (AI), data analytics, and embedded systems.

Minister of Communications and Information Technology Amr Talaat emphasized the importance of training young Egyptians, ensuring that the digital transformation opportunities are distributed throughout the country, rather than focusing solely on Cairo. Egypt already possesses a significant digital skill set and leverages its strategic geographic location to enhance its offshoring potential.

The government aims to train 5,000 individuals annually, with an estimated cost of EGP 4 billion ($79.1 million) per year. In addition to technical training, the program will include language courses and placements with Egyptian and global technology companies. Talaat also highlighted the government’s plan to offer business incentives, increase support for digital and ICT service exports, and create broader employment opportunities to fuel the country’s offshoring potential.

Egypt’s government is nearing the completion of a five-year digital offshoring plan initiated in 2022, which seeks to boost digital exports, strengthen the country’s competitiveness in research and development, and create sustainable job opportunities. Talaat further noted that Egypt currently hosts over 180 global and local companies, operating more than 200 hubs specializing in digital service exports.
