NTA Clears the Way for Ncell’s Expansion with Facilitation on 2100 MHz Payment Issue

The Nepal Telecommunications Authority (NTA) has initiated facilitation for Ncell regarding the ongoing 2100 MHz frequency payment controversy. The move comes after the NTA acknowledged the negative impact the payment issue had on the company’s telecom service expansion and upgrades.

To recap, NTA had previously halted foreign currency exchange recommendations for Ncell due to outstanding dues for the 2100 MHz frequency. This resulted in Ncell being unable to import new telecom equipment, install towers, expand services, and carry out network improvements for the past 15 months. Consequently, Ncell’s network development and customer service were significantly impacted. The company had repeatedly pointed out that the absence of NTA facilitation had stalled its projects, especially concerning the 2100 MHz frequency issue.

However, following a ruling from the Patan High Court, the NTA has begun the process of facilitating telecom operators and internet service providers (ISPs). With the resolution of the payment issue, Ncell is now expected to receive the necessary foreign exchange recommendations, equipment import approvals, and permissions for tower installation and other infrastructure-related activities.

In Nepal, telecom operators require NTA’s approval to offer services and conduct various activities. Both Ncell and its rival, Nepal Telecom (NTC), faced delays in obtaining these approvals due to the unresolved 2100 MHz payment issue. With the recent court ruling, the NTA is now clearing the path for foreign currency exchange approvals from the Ministry of Communication and Nepal Rastra Bank (NRB).

While NTA continues to collect the remaining frequency fees, Assistant Spokesperson Dr. Pradip Paudel mentioned that the facilitation process has officially started. However, he clarified that the approval for foreign exchange related to equipment imports and bandwidth lies outside the NTA’s jurisdiction.

The NTA’s action is a major relief for Ncell, which had been unable to expand or upgrade its telecom services for 15 months. The delay not only hampered Ncell’s operations but also affected telecom services for its customers. With the NTA’s support, the company can now resume its infrastructure work, including the installation of new towers and the importation of essential equipment, which is crucial for Ncell’s role in Nepal’s digital growth.

Ncell, which boasts a 96% coverage rate, is also preparing for 5G services in the near future and has recently launched its Sadhain ON data packs as part of its expansion plans. The facilitation from the NTA and the Ministry of Communication and Information Technology (MoCIT) will play a vital role in enabling Ncell to further its contributions to Nepal’s digital inclusion and connectivity promotion.
