PTA Issues Enforcement Order Against Telenor Pakistan for QoS Violations

The Pakistan Telecommunication Authority (PTA) has issued an enforcement order against Telenor Pakistan for failing to meet the Quality of Service (QoS) standards required under its operational licenses. This regulatory action follows an official notice on October 1, 2024, and a hearing on December 10, 2024, at the PTA Headquarters in Islamabad.

The issue centers around Telenor’s inability to meet the performance benchmarks outlined in its license for providing cellular mobile services across the country. Despite deficiencies in service delivery, a follow-up re-verification survey showed improvements in network performance in Hyderabad and Quetta, indicating some progress.

In response to these developments and Telenor’s request for more time, the PTA has adopted a more lenient approach. The telecom operator is instructed to deploy an additional site in Swabi by June 30, 2025, and submit a compliance report on the completion of the new installation. A follow-up survey will be conducted after this deadline to assess if Telenor meets the required QoS standards. Should the company fail to do so, the PTA has warned of further regulatory actions.

The enforcement order was issued by a PTA panel led by Chairman Maj. Gen. (retd) Hafeez UR Rehman. The Authority reiterated that while service quality is critical, regulatory leniency does not equate to exemption from accountability.

Telenor Pakistan, in a statement, confirmed its ongoing efforts to align with PTA’s QoS standards. The company emphasized its commitment to addressing the issues identified and improving its network to deliver a reliable customer experience.
