Oman has climbed to 18th place globally out of 194 countries in the International Telecommunication Union’s (ITU) 2024 ICT Regulatory Tracker index, marking significant progress in its digital development journey. The Sultanate ranks second within both the GCC and the Arab world, underscoring its leadership in telecommunications regulation and digital governance.
Oman’s score improved from 88 in 2022 to 90 in 2024, reflecting enhanced regulatory independence, clearer legal frameworks, and policies promoting fair competition and innovation across the telecom and digital sectors. The Telecommunications Regulatory Authority (TRA) attributes this rise to ongoing efforts aligned with Oman Vision 2040, which prioritizes digital transformation as a driver of sustainable economic growth.
The ICT Regulatory Tracker, part of the Global Network Readiness Index, assesses countries’ readiness to adopt new technologies through 50 indicators grouped into regulatory authority, mandate, regime, and competition framework. Oman achieved strong scores across all clusters: 17/20 for regulatory authority, 20/22 for mandate, 26/30 for regime, and 27/28 for competition.
Updated biennially with data from national regulators, the index highlights Oman’s commitment to building a robust, future-ready digital ecosystem that supports economic diversification and long-term development.
