Nigerian Communications Commission Introduces Licensing Framework for International A2P Messaging Aggregators

The Nigerian Communications Commission (NCC) has launched a formal licensing framework for international application-to-person (A2P) messaging aggregator services. This framework aims to enhance regulatory oversight, improve service security, and ensure high-quality international A2P messaging traffic entering Nigeria.

Aligned with the Nigerian Communications Act 2003 and Licensing Regulations 2019, the license creates a standardized approach for managing international messaging through NCC-approved platforms. It promotes transparency, accountability, and consistent service delivery amid Nigeria’s growing A2P messaging market.

Key points include:

  • Mobile Network Operators (MNOs) are not eligible to apply.
  • Applicants may collaborate with one qualified technical partner if needed.
  • Applications must be submitted with required documentation within seven days of the official announcement.
  • A non-refundable administrative fee of 5% applies at submission.
