The National Assembly’s Standing Committee on Information Technology and Telecommunication, chaired by Minister Syed Amin ul Haque, expressed serious concerns regarding ongoing internet connectivity issues and the delayed auction of telecom spectrum during a meeting on Monday.
Officials from the Universal Service Fund (USF) reported that areas in Tharparkar and Sargodha Division still lack adequate internet and voice services, based on Pakistan Telecommunication Authority (PTA) surveys. Although dedicated projects for these underserved regions have been approved and are nearing implementation, the committee instructed USF to submit a full list of approved projects planned over the next three to five years.
The committee also noted the absence of telecom services in certain areas despite existing fiber optic infrastructure and directed PTA to ensure operators deliver reliable services. PTA Chairman revealed that nine Long Distance and International (LDI) operators have defaulted on payments totaling approximately Rs. 19 billion, with over 100 related court cases pending. While six operators agreed to clear dues, a recovery framework—potentially an installment plan—is under Cabinet review.
To address these challenges, a sub-committee led by MNA Sher Ali Arbab was formed to coordinate with LDI operators, the Ministry of IT, and stakeholders to develop actionable recommendations.
Federal Minister Shaza Fatima Khawaja briefed the committee on fund utilization and key initiatives such as Islamabad IT Park and the “One Patient, One ID” health program. USF CEO and IGNITE CEO also provided updates on broadband expansion, cybersecurity hackathons, and digital skills training. Dr. Mahesh Kumar Malani highlighted that over 30% of Pakistan’s territory remains without adequate internet coverage, including coverage gaps in Karachi.
The PTA Chairman acknowledged the difficulty of operating 4G and 5G networks without sufficient fiber infrastructure, citing only 275 MHz of spectrum currently in use, while 500 MHz remains unauctioned due to delays linked to Telenor’s merger with Ufone and legal disputes.
The committee expressed dissatisfaction over the absence of the Secretary of Law, warning of disciplinary action should he fail to attend the next meeting.
