Saudi Arabia Achieves “Advanced” Rating with 86.71% Digital Experience Maturity Index for 2025

The Digital Government Authority (DGA) of Saudi Arabia announced that the Kingdom’s Digital Experience Maturity Index for 2025 has reached 86.71%, earning an “advanced” rating. The index assesses the maturity of government digital platforms, evaluating 50 platforms this year—up from 39 in 2024—across 20 indicators including user satisfaction, experience, complaint resolution, and adoption of emerging technologies.

More than 374,000 beneficiaries contributed to the survey, reflecting a user-centric approach to digital government services. The top 10 platforms all scored above 89%, with Absher leading at 93.95%, followed by ZATCA (93.25%), Tawakkalna (91.89%), and Etimad (91.43%).

Digital inclusion also improved, with a sub-index rating of 75.30%, classified as “Competent,” emphasizing Saudi Arabia’s commitment to accessible services for all, including the elderly and people with disabilities.

The Kingdom’s digital advancement has gained international recognition, ranking first in the ESCWA 2024 Electronic and Mobile Government Services Maturity Index for the region and second among G20 nations in the UN Digital Services Index, reinforcing Saudi Arabia’s leadership in digital innovation.
