Malaysia’s Axiata Group has signed an MoU with Cambodia’s Ministry of Post and Telecommunications (MPTC) to bolster the country’s cybersecurity capabilities and develop local talent in the sector. The agreement establishes a joint platform for sharing cyber threat intelligence, improving incident response—including cross-border events—and enhancing professional skills through targeted training programmes.
The collaboration will feature capacity-building initiatives, knowledge-sharing, and joint activities such as seminars, study visits, and professional certification under Global ACE Certification. Axiata’s Cambodian subsidiary, Smart Axiata, will provide local support, while the Axiata Cyber Fusion Center in Malaysia will contribute advanced threat monitoring, proactive threat hunting, and protection capabilities.
Axiata Group CEO Vivek Sood called cybersecurity a “foundational element” for sustainable growth, highlighting the MoU as a step toward advancing Asia’s digital frontier. MPTC’s Director General of ICT, Sam Sethserey, said the partnership represents a milestone in Cambodia’s efforts to build human capital, improve cyber threat response, and strengthen resilience through public-private cooperation.
The agreement comes amid heightened cyberattacks linked to recent tensions between Cambodia and Thailand, which have included mutual accusations of government website breaches and the spread of online misinformation. Cambodia ranks low on global cybersecurity readiness indexes, placing 120th in the EU’s National Cyber Security Index and in the “evolving” tier of the ITU’s 2024 Global Cybersecurity Index.
