Edotco Secures Sri Lanka’s First Neutral-Host Infrastructure Licence

Edotco, the telecoms infrastructure arm of Axiata, announced that its Sri Lankan subsidiary, Edotco Services Lanka, has become the first company in the country to receive a licence to provide neutral-hosted infrastructure services. The licence, granted by the Telecommunications Regulatory Commission of Sri Lanka (TRCSL), authorises Edotco to deliver both passive and active infrastructure solutions, including towers, poles, fibre networks, in-building systems (IBS), small cells, and other active network components.

Edotco has been active in Sri Lanka since 2015, offering smart multipurpose poles equipped with advertising panels, EV charging stations, and air-quality monitoring sensors. The new licence allows the company to expand its role by accelerating 5G deployment, strengthening infrastructure sharing, and improving connectivity across businesses and communities. Edotco Sri Lanka’s country MD, Gayan Koralage, noted that the nation needs over 7,000 additional towers to support 5G ambitions, with data usage projected to quadruple by 2028.

TRCSL’s decision follows the passage of the Sri Lanka Telecommunications (Amendment) Act, which created a distinct licensing framework for infrastructure providers. TRCSL Director General Bandula Herath said the move will end reliance on fragmented models, opening the door for independent, neutral-host companies like Edotco to drive faster rollout, wider coverage, and greater investment in underserved areas.
