Ghana and Togo Regulators Launch Talks to Strengthen Border Telecom Coordination

The National Communications Authority (NCA) of Ghana and Togo’s Autorité de Régulation des Communications Électroniques et des Postes (ARCEP) have begun a three-day Border Coordination Meeting in Accra to enhance cross-border cooperation in telecommunications management. Held from September 9–11, 2025, at the NCA Tower, the forum aims to review and improve existing bilateral agreements on spectrum use and service quality.

In his opening remarks, Mr. Suleman Salifu, Deputy Director General for Technical Operations at the NCA, praised the spirit of collaboration between Ghana and Togo, noting spectrum management as a prime example of shared national and regional interests. He stressed that effective coordination is essential to preventing harmful interference in border areas, ensuring reliable services for both operators and consumers, and aligning with ITU, ECOWAS, and ATU frameworks.

Representing ARCEP Togo, Mr. Awutey Dodji Sylvanus reaffirmed Togo’s commitment to the process and expressed optimism that the meeting would pave the way for updates to the bilateral coordination agreement.

The meeting also includes major Mobile Network Operators (MNOs) from both countries — MTN Ghana, AT Ghana, Telecel Ghana, Moov, Telecel Togo, and YAS Togo — highlighting a joint commitment to tackle challenges such as signal spillage, uncoordinated frequency use, and interference issues along shared borders. Over three days, delegates will engage in technical discussions, review field monitoring data, and propose revisions to strengthen spectrum management and improve quality of service for border communities.
