Municipal Council member Dr. Hassan Kamal has raised concerns over the enforcement of Table No. 17 of the Construction Regulations, which governs the installation of telecommunications stations, towers, and antennas across Kuwait. The ministerial resolution, issued in January 2024, outlined specific requirements and restrictions, including prohibited locations such as private and model housing buildings.
Dr. Kamal emphasized that 20 months have passed since the regulation was published in the official gazette Kuwait Al-Youm, yet questions remain over compliance. Article Nine of the regulation mandates that all existing towers and stations not in line with the provisions must be corrected within 18 months, with an optional six-month extension for companies demonstrating progress.
He questioned how new towers have been licensed on plots and residential buildings in contravention of the rules and asked what measures the Kuwait Municipality, Public Authority for Communications, and Ministry of Health have taken to enforce the provisions. He further requested proof of corrective action taken against violations.
Dr. Kamal also pressed government agencies to clarify any obstacles hindering the implementation of Table No. 17 and stressed the need for timely responses to council inquiries, as required under Law No. governing municipal accountability.
