Riyadh – September 30, 2025 – Saudi Arabia has rolled out new media regulation guidelines for content creators, aimed at boosting accountability and clarifying violations in the Kingdom’s digital media sector. Minister of Media Salman Al Dossary welcomed the public’s positive response to the initiative, describing it as an important step in shaping a responsible and globally competitive media ecosystem.
Clear Rules for Content
The General Authority for Media Regulation (GAMR) has outlined specific parameters for what constitutes violations, supported by educational workshops to help creators understand and comply with the new standards. Al Dossary stressed that Saudi Arabia’s strong moral values remain the “first and most effective line of defense” against harmful or inappropriate content.
He highlighted that negative content represents less than one percent of all media output, while the majority promotes education, awareness, and Saudi values. The minister also noted that public rejection is often the strongest deterrent, urging audiences not to amplify harmful material.
Regulatory Measures and Child Protection
As part of enforcement, GAMR recently worked with Roblox to address serious breaches on the platform, leading to the removal of voice and text chat features and the blocking of over 300,000 inappropriate games. Stronger monitoring tools are being developed to prevent recurrence.
Al Dossary emphasized the protection of children as a top priority, calling on families to play an active role through supervision, parental controls, and ensuring access only to age-appropriate content.
Media Transformation and Recognition
The guidelines are part of Saudi Arabia’s broader media transformation, which the minister described as a historic journey “turning the impossible into possible.” He noted that the Kingdom’s progress has already earned global recognition, with Saudi organizations winning nine awards at the Sharjah Government Communication Awards.
Additionally, more than 14 companies have applied to join the Media Fellowship Program, offering 200+ training opportunities in digital media, gaming, film, and data analytics.
“These efforts reflect our determination to build a modern, responsible, and globally competitive media ecosystem that serves both our national interests and societal values,” Al Dossary said.
