Manama — November 2, 2025:
The Ministry of Transportation and Telecommunications of Bahrain has signed a Memorandum of Understanding (MoU) with Eve Air Mobility, a New York and São Paulo-listed aviation company, during the Gateway Gulf Investment Forum 2025. The agreement aims to advance sustainable air mobility and build the electric vertical take-off and landing (eVTOL) aircraft ecosystem in Bahrain and the broader region.
Pioneering Sustainable Air Mobility
Dr. Shaikh Abdulla bin Ahmed Al Khalifa, Minister of Transportation and Telecommunications, said the MoU underscores Bahrain’s commitment to becoming a regional hub for innovation and sustainability in aviation. He described the partnership with Eve as a significant step toward making safe, sustainable, and efficient air mobility a reality in Bahrain, the Gulf, and globally.
The collaboration will accelerate the readiness of Bahrain’s regulatory, operational, and infrastructural frameworks to support advanced air mobility. Plans include the development of vertiports, emission-free and low-noise operations, and training programs to build national expertise in emerging aviation technologies.
Phased Roadmap for Implementation
According to the agreement:
- Test flights for eVTOL aircraft are scheduled to begin in 2027.
- Commercial operations are expected to launch in 2028.
- International route expansion is planned for 2029.
The initiative will serve as a testbed for new technologies, fostering research, innovation, and regulatory frameworks to ensure safe, scalable, and efficient urban air mobility systems.
Eve’s Vision for Regional Innovation
Johann Bordais, CEO of Eve Air Mobility, called the MoU a “historic milestone” for advancing sustainable aviation in the Middle East.
“Bahrain’s vision to become a center for innovation and clean transportation aligns perfectly with Eve’s mission to reimagine urban and regional mobility,” Bordais said.
He noted that the collaboration will help connect communities, unlock new economic opportunities, and position Bahrain as a pioneer in sustainable air mobility.

Eve Air Mobility is currently exploring luxury and tourist eVTOL routes in key cities such as Dubai, Abu Dhabi, Riyadh, Jeddah, Doha, Istanbul, and Manama, providing fast, comfortable, and eco-friendly air transport options for residents and visitors.
Eve’s eVTOL aircraft feature Lift & Cruise technology and advanced systems tailored for the Gulf’s climate, including UV and infrared protection, intelligent air-conditioning, and dust-resistant designs, ensuring operational reliability and passenger comfort even under challenging environmental conditions.
