UAE and Singapore Lead Global AI Adoption, While Pakistan Trails Behind

Dubai, November 3, 2025 — The United Arab Emirates (UAE), Singapore, and Norway have emerged as world leaders in artificial intelligence (AI) adoption, according to the AI Diffusion Report 2025 by Microsoft’s AI Economy Institute. The report, covering 170 countries, highlights how deeply AI has permeated workplaces, education systems, and public services globally.

The findings reveal that more than half of the working-age population in the UAE and Singapore regularly use AI tools — the highest adoption rates worldwide. This success is credited to robust digital infrastructure, proactive government policies, and strong integration of AI in both public and private sectors.

In contrast, Pakistan ranks among the lowest adopters, with fewer than 15% of citizens using AI in their professional or educational activities. Analysts attribute this to challenges including limited broadband access, low digital literacy, and a lack of localized AI tools in Urdu and regional languages.

Among Muslim-majority nations, the UAE continues to lead globally, followed by Saudi Arabia, Malaysia, Qatar, and Indonesia, each investing in AI education, data centers, and innovation programs.

Experts note that Pakistan can bridge the gap through targeted investment in AI education, cloud infrastructure, and digital upskilling, emphasizing that AI’s transformative potential—like electricity or the internet—depends on accessibility and inclusion.

The report calls on global policymakers to reduce the AI divide between advanced and emerging economies, ensuring that AI-driven progress contributes to equitable growth worldwide.
