Gabon is looking to Morocco as a model for artificial intelligence and digital development, with both countries agreeing to deepen cooperation in AI, data analysis, and digital skills training. The initiative follows talks in Rabat between Mark-Alexandre Doumba, Gabon’s Minister of Digital Economy, Digital Transformation and Innovation, and Amal El Fallah Seghrouchni, Morocco’s Minister of Digital Transition.
During the discussions on November 3, 2025, the two sides agreed to launch joint programs on AI and data science training, alongside distance learning initiatives using Moroccan digital education platforms. The collaboration aims to boost Gabon’s digital capabilities and support its goal of making the digital economy a core driver of national growth.
Minister Doumba emphasized Gabon’s intent to draw on Morocco’s extensive experience in digital innovation, infrastructure, and human capital development, citing Morocco’s strong performance on the UN e-Government Development Index, where it ranks 4th in Africa and 90th globally with a score of 0.6841. Gabon, ranked 121st globally with 0.5741, hopes to strengthen its digital foundations and close the gap through international partnerships.
Moroccan Minister El Fallah Seghrouchni highlighted the country’s flagship initiatives such as JobInTech—a national program designed to train youth for the digital economy—and efforts to integrate AI education into early schooling. She also invited Gabon to participate in GITEX Africa 2026, reinforcing Morocco’s role as a continental hub for digital innovation.
The partnership aligns with Gabon’s broader economic diversification strategy, as the country seeks to reduce reliance on extractive industries by investing in technology, education, and innovation ecosystems. Morocco’s Digital Morocco for Sustainable Development (D4SD Hub), recognized by the UNDP for promoting inclusive digital growth across Africa and the Arab world, will serve as a key reference point for collaboration.
