Algiers Declaration Establishes New Regulatory Framework for Global Digital Platforms in Africa

ALGIERS — Sun, 07 Dec 2025

Algeria’s Minister of Post and Telecommunications, Sid Ali Zerrouki, announced that the newly adopted Algiers Declaration on Digital Platforms in Africa will serve as a foundational framework for regulating global online streaming platforms operating across the continent. The declaration specifically targets artificial intelligence platforms and social media networks, marking a significant step toward structured digital governance in Africa.

Speaking after the declaration’s adoption on Sunday, Zerrouki said the framework is designed to help African nations collectively address the growing influence of major global digital platforms. The declaration lays the groundwork for unified regulatory standards that aim to ensure fair operation, data protection, and accountability within Africa’s rapidly expanding digital ecosystem.

The move reflects increasing concern among African governments over the dominance of international technology companies and the need to safeguard national interests, digital sovereignty, and consumer rights. By aligning regulatory priorities across borders, the Algiers Declaration is expected to strengthen Africa’s position in global digital policy discussions while supporting the sustainable growth of local digital economies.
