Bangladesh Approves Telecommunication Ordinance 2025, Guarantees No Internet Shutdowns

Bangladesh has approved the Telecommunication (Amendment) Ordinance 2025, establishing a firm legal guarantee that internet and telecommunication services cannot be shut down under any circumstances. The ordinance received final policy-level approval from the Advisory Council, marking a significant shift in the country’s digital governance framework.

Speaking at a press briefing, Press Secretary to the Chief Adviser Shafiqul Alam said modernising the existing law and preventing internet shutdowns were top priorities. He stressed that the updated ordinance clearly ensures internet services cannot be suspended “even for a minute” in the future, reinforcing continuity of digital access nationwide.

The amended law also strengthens the regulatory role of the Bangladesh Telecommunication Regulatory Commission (BTRC), enhancing its authority, accountability, and operational effectiveness. Provisions have been introduced to improve service quality, protect customer data privacy, and curb fraud and illegal activities that have increasingly emerged through telecom and internet platforms.

According to Alam, the ordinance establishes a clear legal foundation to safeguard national security and digital infrastructure, while also promoting an investment-friendly and competitive telecom environment. The updated framework aligns Bangladesh’s telecom regulations with international standards, including those of the International Telecommunication Union.

Additional measures include the formation of a Transparency and Accountability Committee to oversee BTRC operations, the creation of a Centre for Information Support (CIS) as a technical platform, and the establishment of a council led by the law adviser to authorize lawful interception in matters related to state security or public order.
