Saudi Arabia Ranks Second Globally in World Bank’s Digital Government Index

Saudi Arabia has secured second place worldwide in the World Bank’s 2025 GovTech Maturity Index, achieving an overall score of 99.64% and ranking in the “Very Advanced” category. The assessment evaluated digital government maturity across 197 countries.

The Kingdom recorded 99.92% in Core Government Systems, 99.90% in Public Service Delivery, 99.30% in Digital Citizen Engagement, and 99.50% in Government Digital Transformation Enablers. These results reflect Saudi Arabia’s strong performance in digital infrastructure, service delivery, and citizen-centric digital engagement.

Ahmed bin Mohammed Al-Suwaiyan, Governor of the Digital Government Authority, credited the achievement to leadership support, cross-government collaboration, and effective public–private partnerships. He noted that ongoing service re-engineering and investments in advanced digital infrastructure continue to drive progress in line with Saudi Vision 2030.

Saudi Arabia’s rise in the index has been steady, moving from 49th place in 2020 to third in 2022, and now second globally in 2025.
