Jordan achieved a significant qualitative leap in 2025, advancing across more than 20 global and international indicators issued by leading international institutions. The progress reflects the implementation of cross-sector national programs executed with strong institutional coordination and alignment with the Economic Modernization Vision.
During the year, Jordan improved its standings in a wide range of indices, including the Global Knowledge Index, Government Technology Maturity Index, Public Service Delivery Index, GovTech Enablers Index, Global Innovation Index, E-Government Services Index, Business Legislation Index, and several Worldwide Governance Indicators such as government effectiveness, rule of law, and political stability. Advances were also recorded in education, scientific research, digital skills development, public sector efficiency, and the effectiveness of government procedures.
In education and knowledge development, Jordan continued its upward trajectory in the Global Knowledge Index for the third consecutive year, ranking 73rd globally in 2025, up from 88th in 2024 and 97th in 2023. The country also made notable progress in digital skills, research and development, higher education, and workforce training, strengthening its knowledge-based economy.
Jordan climbed 10 places in the World Bank’s Government Technology Maturity Index, ranking 21st out of 197 countries and fourth among Arab states. Its score reached 0.914, significantly above the global and regional averages, reflecting sustained improvements in digital government services and institutional digital maturity. Performance also improved in the Public Service Delivery Index, where Jordan moved from 42nd to 26th globally, supported by enhanced e-services, e-filing, and digital payment capabilities.
In innovation and competitiveness, Jordan ranked 65th globally in the 2025 Global Innovation Index, improving its position among lower-middle-income countries and advancing in both innovation inputs and outputs. The country ranked second globally in scientific and technical articles, advanced sharply in patent-related indicators, and recorded strong gains in knowledge workers and creative outputs. Jordan also improved its position in the World Competitiveness Yearbook, rising to 47th globally in 2025.
Digital competitiveness also strengthened, with Jordan climbing six places to rank 44th globally in the Global Digital Competitiveness Ranking. Improvements were recorded in education, technology investment, cybersecurity, digital infrastructure, and digital adoption by individuals and businesses. Further gains were also achieved in economic resilience, inflation control, and sustainability-related indicators.
Beyond economic and digital metrics, Jordan advanced in international sports rankings, with the national football team qualifying for the 2026 FIFA World Cup and achieving runner-up positions in major regional tournaments. Improvements were also sustained in corruption perception rankings, reinforcing progress in transparency and governance.
The cumulative results reflect Jordan’s continued commitment to reform, modernization, and digital transformation, positioning the country as a steadily advancing economy focused on knowledge, innovation, and institutional efficiency.
