Bahrain has been ranked second regionally and 15th globally out of 197 countries in the World Bank Group’s 2025 GovTech Maturity Index (GTMI), underscoring the kingdom’s rapid progress in digital government transformation. The report placed Bahrain in Category A, indicating a “very high digital maturity” level.
According to the findings, Bahrain achieved an overall GovTech maturity score of 93.6 percent in 2025, a sharp rise from 51 percent in 2020 and 83 percent in 2022. The results reflect sustained efforts to strengthen eGovernment services, foster innovation, and build integrated digital public-sector systems.
Bahrain also ranked fifth globally on the Digital Citizen Engagement Index (DCEI) with a score of 98.3 percent, highlighting its citizen-centric approach to digital transformation. The index measures how governments engage the public through digital platforms to enhance transparency, participation, and service feedback.
Mohammed Ali Al Qaed, Chief Executive of the Information & eGovernment Authority (iGA), said the ranking affirms Bahrain’s advanced standing in eGovernance and the deployment of modern digital services. He noted that integrated digital systems have strengthened connectivity across government entities, improved service efficiency, and aligned with national directives to accelerate digital transformation.
The report showed strong performance across all GTMI sub-indices. Bahrain scored 95.8 percent on the Public Services Delivery Index, reflecting high eService efficiency, while its GovTech Enablers Index score of 93.2 percent highlighted a robust legislative and regulatory framework. The kingdom also achieved 87.1 percent on the Core Government Systems Index, recognising the strength of its central digital infrastructure.
The World Bank report further cited Bahrain’s progress in data exchange between government systems and its ongoing national strategies in government technologies, artificial intelligence, green technologies, and digital innovation. These initiatives have enhanced service quality, expanded community engagement, empowered public-sector employees with advanced tools, and strengthened data infrastructure reliability.
The achievements were attributed to coordinated efforts led by the iGA in collaboration with other government entities, supporting Bahrain’s Economic Vision 2030 and reinforcing its position as a regional leader in digital governance.
