Egypt launches startup charter to boost country’s tech ecosystem

Egypt has launched a new “Startup Charter” aimed at strengthening the country’s entrepreneurship ecosystem and accelerating innovation-driven economic growth. The initiative follows a year of consultations involving government entities, entrepreneurs, startup founders, and parliamentary representatives, reflecting a coordinated effort to address structural challenges faced by emerging businesses.

The charter outlines a five-year strategic roadmap focused on enabling up to 5,000 startups and generating approximately 500,000 direct and indirect job opportunities. Key objectives include improving policy coordination, expanding access to international markets, attracting venture capital investment, and developing local talent to reduce brain drain while strengthening knowledge-based industries.

A central component of the initiative is the introduction of a unified framework to simplify regulatory processes for startups. The government has prepared a comprehensive guidance manual detailing permits, licenses, fees, and procedural requirements, helping entrepreneurs better navigate regulatory systems, improve compliance, and accelerate market entry.

The charter also introduces measures to improve access to financing, including support for alternative funding mechanisms such as crowdfunding, alongside efforts to streamline tax procedures and simplify business exit and liquidation processes. Authorities aim to connect national development challenges with startup-led innovation, encouraging technology-driven solutions across key sectors.

Developed in cooperation with Intilaaq and UN Women, the initiative is intended to create a more transparent and supportive business environment while enhancing Egypt’s competitiveness as a regional innovation hub. The government expects the charter to strengthen investment flows, support entrepreneurship, and contribute to sustainable economic diversification.
