Bahrain Launches Global Digital Twinning Initiative to Enhance eGovernment Excellence

Under the leadership of His Excellency General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior and Chairman of the Ministerial Committee for Information and Communication Technology (MCICT), the Information and eGovernment Authority (iGA) has announced the launch of the “Global Digital Twinning for eGovernment Excellence.” This initiative is part of Bahrain’s pilot program with the United Nations and aims to foster international collaboration by sharing Bahrain’s expertise in digital governance with partner countries to support their goals.

The iGA organized the program launch, chaired by Mohamed Ali Al Qaed, iGA Chief Executive, with representatives from Tunisia and the Comoros in attendance. The event showcased Bahrain’s achievements in digital transformation and eGovernment, securing the 18th position globally in the 2024 UN E-Government Survey and a high ranking on the UN E-Government Development Index (EGDI).

Al Qaed emphasized Bahrain’s key role in driving the importance of this initiative, strengthening the country’s leadership in global digital transformation through cooperation with partner countries. He highlighted the potential of the program to drive innovation, improve governance, and expand access to government services globally. He expressed hope that more nations would join the initiative, contributing to the shared goal of global digital excellence.

The launch event included an introduction to the iGA’s success in implementing advanced digital technologies and global best practices. Al Qaed highlighted the availability of over 750 government services through Bahrain’s portal, bahrain.bh, and the launch of more than 15 mobile apps, including eTraffic, Sehati, and Mawaeed, which are available through the Government App Store at bahrain.bh/apps.

Al Qaed, alongside his deputies and directors, discussed key systems driving Bahrain’s digital transformation. These included the integration of over 20 national systems, enhancing electronic connectivity across government operations. He showcased the Sijilat system, developed with the Ministry of Industry and Commerce, which integrates government licensing and approval processes into a single platform, simplifying procedures for merchants and investors.

Additionally, Al Qaed introduced the Benayat system, which streamlines building permit procedures, increasing investment opportunities in real estate. He also discussed the national appointment system, enabling users to book appointments before visiting service centers, and Tawasul, a channel for citizens and residents to provide feedback. Over 13 services are now available through self-service kiosks, achieving 90% digitalization, reducing costs by the same percentage, and saving an estimated 68% in time and effort.

Al Qaed demonstrated how the iGA utilizes technologies like cloud computing, Artificial Intelligence (AI), and big data to enhance service quality and systems. He also highlighted Bahrain’s digital strategies, policies, and strategic partnerships with the private sector and international organizations, advancing the country’s efforts. He stressed the role of Bahrain’s Open Data Platform, data.gov.bh, in promoting public participation through the availability of accurate and reliable data.

The launch event also featured insights into customer service improvements, including the Government Service Centre Evaluation Committee’s role in encouraging government entities to enhance service centers and adopt digital alternatives. This contributes to better customer experiences. Al Qaed also emphasized the Technical Development Programme, focused on fostering innovation and developing young talent in the tech sector.

Several iGA officials and directors shared their insights into the iGA’s digital transformation, including system development, service reengineering, and data integration. They also discussed the use of Geographic Information Systems (GIS) and the adoption of advanced technologies. The visiting delegation had the opportunity to tour key locations, including the Ministry of Industry and Commerce to learn about the Sijilat system and the Ministry’s ongoing projects, Bahrain FinTech Bay to explore leading initiatives, and the BENEFIT Company to view payment system activities.
