Oman Launches Postal Sector Policy and Executive Programme for 2025-2029

The Ministry of Transport, Communications and Information Technology has unveiled a new Postal Sector Policy and Executive Programme (2025-2029) aimed at regulating and modernizing Oman’s expanding postal sector. The initiative seeks to enhance service quality, support sectors like e-commerce, transport, and logistics, and improve operational efficiency.

In his foreword, Eng. Said bin Hamoud al Maawali, Minister of Transport, Communications and Information Technology, emphasized the crucial role the postal sector plays in economic and social integration in Oman. He highlighted that the sector bridges communication and serves businesses and communities, underscoring the necessity of modernizing the postal system to keep up with global developments and advancements in telecommunications and information technology.

“The development of this sector has become an urgent necessity to enhance its role in supporting e-commerce and logistics services, and to foster operational efficiency and innovation,” said al Maawali. The Postal Sector Policy and Executive Programme (2025-2029) is a strategic move to improve the quality of postal services and support Oman’s economic diversification goals in alignment with Oman Vision 2040, Tanfeedh, and the Universal Postal Union (UPU) strategy.

The programme will focus on four main pillars: expansion and quality, integration and innovation, sector growth, and legislation and international relations. Key initiatives under the programme include liberalizing exclusive postal services, establishing a national addressing system, creating e-commerce delivery guidelines, and developing a universal postal service agreement.

The Ministry will oversee the initiatives in collaboration with various sector stakeholders, including the Telecommunications Regulatory Authority, Licensed Postal Service Providers, the Ministry of Commerce, Industry and Investment Promotion, the Royal Oman Police (Customs Authority), the Ministry of Housing and Urban Planning, and the Small and Medium Enterprises Authority.
