The Wireless Internet Service Providers Association of Pakistan (WISPAP.org) has submitted critical recommendations to the Pakistan Telecommunication Authority (PTA) regarding the Local Loop (LL) Licensing Regime. WISPAP advocates for a modernized, technology-neutral licensing framework aimed at encouraging broadband expansion, fostering innovation, and ensuring fair competition within the telecom sector.
In response to the PTA’s Consultation Paper on Local Loop Licensing, WISPAP has urged the removal of outdated mandatory voice service requirements for LL licensees and the introduction of an ISP-only Local Loop license to facilitate the spread of high-speed internet across the country.
The Chairman of WISPAP emphasized the importance of adapting to global best practices, noting that regulators in countries like the UK, India, and Australia have adopted technology-neutral licensing models that prioritize broadband growth. He stressed that Pakistan must not fall behind in this area to ensure a thriving digital economy.
Key Recommendations:
- No Mandatory Voice Services: LL licensees should have the freedom to operate as broadband-only providers without the obligation to offer voice telephony.
- Technology-Neutral Licensing: Embrace modern technologies such as VoIP, SDN, NFV, and cloud-based networks to improve service efficiency and reduce costs.
- Dedicated ISP-Only LL License: Create a broadband-only Local Loop license to promote high-speed internet access, particularly in underserved and rural areas.
- Fair Numbering Resource Allocation: Numbering resources should be assigned only to those LL licensees offering voice services, avoiding unnecessary regulatory burdens on broadband providers.
- Protection Against Anti-Competitive Practices: The PTA should ensure that dominant telecom players do not undermine smaller ISPs and LL operators, fostering a fair and competitive market.
The Chairman concluded that Pakistan’s broadband future hinges on the creation of an investment-friendly regulatory environment that supports innovation and cost-effective service delivery, especially in rural areas. He stressed the need for a regulatory landscape that attracts both local and foreign investment in telecom infrastructure, helping to build a truly competitive market that benefits businesses and consumers alike.
WISPAP has formally submitted its recommendations to the PTA and encourages all stakeholders, including the government, industry experts, and the public, to consider and support these proposed reforms.
