CITRA Prepares Draft Regulations for Licensing Wireless and Internet Service Providers in Kuwait

The Communications and Information Technology Regulatory Authority (CITRA) in Kuwait has prepared two draft regulatory decisions outlining the requirements for licensing wireless Internet service providers and Internet service providers. According to these drafts, the annual license fee for wireless Internet service providers is set at KD 75,000, while the annual license fee for Internet service providers is KD 98,000.

Applicants are required to submit an unconditional guarantee letter from a bank for the same amount as the license fee, which must remain valid throughout the license period. The draft regulations also stipulate that service providers must install and operate necessary systems to block access to sites that violate national morals, religion, security, or public order.

The draft regulations prohibit licensees from connecting their private networks to local or international networks without prior approval from CITRA. Internet service providers are also prohibited from allowing their subscribers to resell services.

The licensing process requires service providers to apply for approval from CITRA by submitting a comprehensive application, including a detailed study of their administrative, technical, and financial capabilities. CITRA is expected to issue its ruling within 60 working days after verifying that all requirements have been met. The license will be valid for one calendar year, with the associated fees payable in advance.

CITRA also emphasizes that mobile telecommunications companies must obtain a license before offering wireless Internet services, and they must submit similar documentation to CITRA for review and approval.

The implementation of these new regulations aims to ensure a more controlled and secure environment for internet services in Kuwait, fostering growth and innovation in the sector.
