The ranking reflects the Kingdom’s efforts in fostering regulatory innovation, developing state-of-the-art digital infrastructure, and implementing robust market oversight. Saudi Arabia’s attractive regulatory environment is designed to encourage investment and accelerate growth in the digital economy, reinforcing its status as a global leader in ICT regulation.
The ICT Regulatory Tracker evaluates 194 countries based on 50 criteria across four pillars: regulatory authority, mandates, regime, and competition framework. Saudi Arabia’s achievement builds on its previous international successes, including maintaining second place among G20 countries in the ICT Development Index and the Telecommunications Infrastructure Index.
