TRAI Launches India’s First Property Rating Framework for Digital Connectivity

The Telecom Regulatory Authority of India (TRAI) has unveiled the Manual for Rating of Properties for Digital Connectivity, a first-of-its-kind framework designed to standardize how properties are assessed for digital infrastructure.

With over 80% of mobile data consumed indoors and 4G/5G signals often weakened by modern building materials, TRAI emphasizes that strong in-building networks are now as vital as electricity or water. The manual provides clear criteria for evaluating properties based on fibre readiness, mobile and Wi-Fi coverage, broadband speeds, and overall user experience.

The framework aims to benefit both consumers and operators. For buyers, tenants, and businesses, it ensures transparency by highlighting real digital performance of properties. For developers, it incentivizes integrating robust digital infrastructure from the design stage, making buildings future-ready for India’s connected economy.

The initiative builds on TRAI’s 2024 Rating of Properties for Digital Connectivity Regulations and incorporates feedback from service providers, infrastructure firms, consumer groups, and rating agencies following a public consultation in May 2025. The final manual refines definitions, strengthens implementation guidelines, and ensures fair and consistent nationwide ratings.
