Oman’s MoHERI Partners with Digital Talent Company for Digital Transformation

The Ministry of Higher Education, Research, and Innovation (MoHERI) in Oman has signed an agreement with Digital Talent Company to implement a comprehensive institutional and digital change management framework. This collaboration is part of Oman’s broader national digital transformation plan and aims to align MoHERI’s activities with Vision 2040.

The agreement was signed by H E Rahma bint Ibrahim al Mahrouqi, Minister of Higher Education, Research and Innovation, and Dr Hamoud bin Saeed al Kharousi, CEO of Digital Talent Company. Dr Yaqoub bin Juma al Raisi, Director General of Planning at MoHERI, emphasized that the initiative will promote a culture of digital and institutional change within the ministry.

As part of the framework, specialized consultations will address challenges in adopting modern technologies and provide necessary support for employees during the transition. Workshops and interactive sessions will be conducted to guide ministry staff through the change management process. Additionally, 15 employees will be trained and certified in change management practices to lead the transformation efforts effectively.

The initiative aims to position MoHERI as a model for digital transformation, supporting the country’s Vision 2040 and preparing future leaders to drive digital change across government institutions. The program is a significant step toward improving government performance, operational efficiency, and sustainable development across sectors.
