Dubai Future Foundation (DFF) and IBM have signed a memorandum of understanding (MoU) aimed at establishing Dubai as a global hub for artificial intelligence (AI). The partnership, signed during the World Governments Summit (WGS) 2025, aligns with Dubai’s Economic Agenda (D33), which seeks to double the city’s economy over the next decade and solidify its position as one of the world’s top three cities.
The MoU also supports the Dubai Universal Blueprint for Artificial Intelligence, which aims to accelerate AI adoption and transform Dubai into a leading global center for AI technologies. The signing ceremony was attended by key figures, including Omar Sultan AlOlama, Minister of State for Artificial Intelligence, Arvind Krishna, Chairman and CEO of IBM, and Khalfan Belhoul, CEO of DFF.
AlOlama emphasized the UAE’s commitment to fostering a collaborative environment between the government and private sectors to position the country as a leader in AI development, adoption, and application. Krishna expressed IBM’s enthusiasm about the partnership, highlighting their role in driving economic growth and technological innovation through responsible AI use.
The partnership will focus on establishing a sovereign cloud and AI innovation center in Dubai, further supporting the city’s development and market expansion. Additionally, IBM will actively participate in the inaugural Dubai AI Week, taking place from April 21-25, hosting workshops, masterclasses, and expert sessions. DFF and IBM will also publish joint white papers during the event.
In addition to their participation in Dubai AI Week, IBM will conduct Tech Talks at DFF, engage in startup mentorship, and offer AI tools and advisory services to local businesses. Belhoul reinforced that the partnership with IBM aligns with the Dubai Future Foundation’s vision to support the ambitious goals of the Dubai Economic Agenda (D33) and accelerate AI adoption across various sectors.
This collaboration positions Dubai at the forefront of AI innovation and aligns with its broader vision to become the world’s most future-ready city.
