UAE’s Pioneering Role in Ethical AI Governance: A Global Perspective

A new report by KPMG, in collaboration with the World Governments Summit (WGS), titled “The Future of AI Governance: The UAE Charter and Global Perspectives,” highlights the UAE’s global leadership in ethical AI and its pivotal role in shaping AI governance in the region.

During the WGS in Dubai, where international leaders gather to discuss key areas such as AI, government services, urbanisation, education, and smart mobility, the UAE’s strategic initiatives take centre stage. The nation has successfully integrated technology into government services, aligning advancements with human well-being and societal values.

The UAE AI Charter, launched in 2024, stands as a testament to this leadership. The charter outlines 12 principles focused on inclusivity, transparency, innovation, and accountability. As the WGS 2025 theme—‘Shaping Future Governments’—focuses on the growing importance of AI governance, the UAE’s charter is seen as a critical framework for policymakers navigating the challenges of digital governance.

The guiding principles within the charter aim to ensure that AI technologies augment human capabilities, promote fairness and inclusivity, reduce bias and discrimination, uphold transparency, and foster innovation within ethical boundaries.

Joe Devassy, Director of Strategic Alliance at KPMG Lower Gulf, remarked, “The UAE is quickly becoming a global hub for technology, especially ethical and responsible AI development—key topics at this year’s WGS. In this context, the UAE AI Charter is central to the nation’s efforts to secure a digital future.”

He further stated, “The charter is not just a set of guidelines; it serves as a precursor to formal AI regulations that will likely define AI governance in the region. Businesses aligning with these principles today will gain a competitive edge, driving responsible innovation and establishing themselves as leaders in ethical AI adoption.”

As governments worldwide transition from voluntary AI ethics frameworks to enforceable regulations, the need for clear AI oversight becomes urgent. Without proper regulation, risks such as bias, misinformation, and misuse could undermine digital governance efforts.

Companies that delay adopting AI governance measures may face serious consequences. The UAE’s proactive approach ensures accountability and offers businesses and citizens the benefits of transparent, unbiased, and secure AI systems.
