PTA Introduces VPN Licensing in Pakistan to Ensure Legitimate Use and Data Security

The Pakistan Telecommunication Authority (PTA) has begun the licensing process for Virtual Private Network (VPN) service providers under its “Class Licence” for data services. This move is aimed at ensuring the legitimate use of private internet gateways while promoting transparency, data security, privacy, and regulatory compliance.

The PTA has already approved the applications of two companies to provide VPN services, with plans to allow more VPN providers to apply for licensure. This initiative is part of the PTA’s broader efforts to help businesses access VPN services for lawful purposes and to promote a secure and regulated digital environment.

The PTA introduced the licensing process in response to rising concerns about internet security and user safety. In November 2023, the authority blocked unregistered VPNs to ensure that only legitimate users could access private internet gateways. In recent months, VPN usage has increased in Pakistan, largely driven by growing censorship, including the ban on the social media platform X (formerly Twitter) due to “national security concerns” in February 2024.

To support the IT and e-commerce sectors, the PTA has worked with the Ministry of IT & Telecommunication (MoIT&T), Pakistan Software Export Board (PSEB), and Pakistan IT Association (P@SHA) to create a registration mechanism for VPN users. This initiative aims to provide uninterrupted access to services for IT companies, freelancers, and other stakeholders, further contributing to Pakistan’s digital economy.
