Muscat Governorate has been ranked in the Advanced Tier for digital transformation under Oman’s Government Digital Transformation Programme, Tahawul. This recognition follows the successful digitisation of 24 essential municipal services, positioning Muscat alongside three other top-performing government entities out of 49 organizations evaluated in the annual report.
The milestone reflects Muscat’s long-term strategy to keep up with technological advancements and improve service delivery across various sectors. Sayyid Saud bin Hilal al Busaidy, Governor of Muscat, expressed pride in this achievement, emphasizing that it aligns with Oman Vision 2040, which prioritizes technology-driven governance to simplify municipal services. He also extended his gratitude to the digital transformation team for their dedication in creating a pioneering model for digital governance.
Ahmed bin Mohammed al Humaidi, Chairman of Muscat Municipality, noted that digital transformation is essential in today’s fast-evolving technological landscape. Muscat Municipality had adopted a digital strategy early on and made significant progress in improving service delivery. Over the past year, 24 key municipal services were successfully digitized, allowing beneficiaries to access them seamlessly at any time, without needing to visit municipal offices. This transformation also extends to workforce training and fostering a digital culture, ensuring an integrated and efficient service experience.
Some of the services digitized in 2024 include building permit issuance, security deposit refunds, electronic authentication of lease contracts via the “Eitimad” platform, and the “Baladiati” mobile application. Additional services such as burial permits, construction permits, scrap sale complaints, street lighting requests, and building system audits have also been digitized. Furthermore, residents can now request building completion certificates and access homogeneous activities services online.
These advancements mark a significant step toward a more efficient, transparent, and accessible governance model for Muscat’s residents and businesses. Muscat continues to position itself as a leader in smart governance and digital transformation, setting a precedent for Oman’s national digital strategy.
