Algeria is positioning itself as a leader in digital transformation across Africa by 2030, according to Meriem Benmouloud, Minister and High Commissioner for Digitalisation. In a statement made during a media event marking the official unveiling of the National Digital Transformation Strategy, Benmouloud emphasized that the country’s recent achievements pave the way for it to lead the continent in the digital space by 2030.
The strategy, which has been officially approved, is seen as a blueprint for Algeria’s future in digital progress. Benmouloud highlighted the ongoing construction of two major data centres, with the Mohammadia centre nearing 80% completion and the Blida centre at 50%. These facilities are integral to expanding Algeria’s infrastructure to support its digital ambitions.
The strategy is built around five core axes. The first focuses on enhancing the country’s ICT infrastructure, including the development of telecommunications networks and data centres. This will ensure widespread, equal access to digital services. One of the key goals is to build more than five national data centres and increase the use of the national domain (.dz).
The second axis targets “human capital and training,” aiming to develop 500,000 active experts in ICT by 2030 and reduce the migration of skilled workers by 40%.
The third axis centers on “digital governance,” with plans to fully digitize the public sector’s internal management and administrative procedures for citizens and businesses.
The fourth axis focuses on the “digital economy.” It aims to minimize cash payments, eliminate them for transactions over 500,000 DZD, and foster start-ups in the digital sector. This is expected to contribute 20% to Algeria’s GDP.
Finally, the fifth axis, “digital society,” seeks to ensure equal access to digital technologies and services, promoting active citizen participation in public life through digital means.
In addition, Rabah Nassim Iklef, a representative from the Ministry of National Defense’s Information Systems Security Agency, discussed the National Strategy for Information Systems Security. He explained that the strategy outlines the country’s goals for safeguarding national information systems and infrastructure, ensuring a secure digital transformation while preserving digital sovereignty.
