Muscat: The Ministry of Housing and Urban Planning has introduced a new self-service platform enabling instant issuance of digital property title deeds. This move eliminates the need for physical visits to service centers, marking a major advancement in Oman’s digital governance and public service efficiency.
The initiative is expected to reduce service processing time by over 70 percent and decrease in-person visits by 60 percent within the first year. It forms part of the ministry’s broader digital transformation strategy aimed at improving internal communications, external documentation, and sustainability goals.
Each digital title deed features an electronic verification code to guarantee authenticity and accuracy. Users can still access traditional property deeds through the “Amlak” platform.
Dr. Moamen bin Abdullah al Busaidy, Adviser to the Minister for Smart Cities, described the launch as a critical step toward a fully digital ownership system, targeting widespread adoption of electronic deeds by the end of next year. He also highlighted ongoing development of smart services that proactively deliver information and enable real-time mobile access.
Dr. Rashid bin Mohammed al Ghilani, CEO of Oman National Engineering and Investment Company (Oneic), praised the collaboration as a transformative milestone aligned with Oman Vision 2040, emphasizing commitment to secure and innovative public sector solutions.
The digital service will roll out across over 300 locations, including ministry service halls, Oneic branches, and 24/7 self-service kiosks throughout all governorates. This extensive deployment aims to boost operational efficiency and achieve a 95 percent customer satisfaction rate.
