Oman’s Tahawul Digital Transformation Program Achieves 80% Performance Milestone

Muscat — Since its launch in 2021, Oman’s National Programme for Digital Transformation—Tahawul—has achieved an 80% overall performance rate, marking a 19% improvement over mid-2024 figures, according to data released in May 2025.

The Ministry of Transport, Communications and Information Technology reported that government bodies’ average readiness for digital transformation reached 81%, with infrastructure readiness at 86%. Notably, 96% of targeted government services underwent simplification, including 381 services improved through the collaborative Manjam Labs initiative. Additionally, 74% of priority services have been digitized, with 48 agencies processing over 11.4 million digital transactions between January and May 2025.

Key highlights include:

  • Launch of a unified government services portal offering 23 services, with 35,746 users and 3,905 service requests processed.
  • Activation of a sign language library to support users with disabilities.
  • Full operation of the OmanNet electronic payment gateway, handling 14.5 million digital transactions in Q1 2025, designed to reduce fraud and promote e-payments.
  • The Wusool electronic document and records management system, with over 17,000 active users processing 1.5 million documents across 20 government entities.
  • Over 1.57 million digital transactions signed using electronic authentication in H1 2025.
  • National Electronic Integration Platform exchanging 163 million records and more than 90 digital public consultations to boost citizen participation.

H E Dr. Ali bin Amer al Shidhani, Undersecretary for Communications and IT and Tahawul’s technical committee chairman, emphasized the program’s alignment with Oman’s digital economy goals and its focus on service delivery and local talent empowerment.

Tahawul, running through 2025, aims to establish a fully digital government grounded in good governance and emerging technologies as part of Oman’s National Digital Economy Programme.
