TRAI Issues First-Ever Manual to Rate Properties for Digital Connectivity Across India

The Telecom Regulatory Authority of India (TRAI) has released the country’s first standardised Manual for Rating of Properties for Digital Connectivity, setting a national framework to assess and improve how buildings support high-speed, reliable digital access. The move aims to benefit both mobile operators and consumers by promoting robust in-building networks.

With over 80% of mobile data consumed indoors, TRAI notes that modern building materials can weaken 4G and 5G signals, making strong indoor connectivity vital for work, education, healthcare, and daily services. Weak coverage impacts user experience and service quality, highlighting the need for uniform standards.

The manual provides transparent criteria for property ratings, including fibre readiness, indoor mobile coverage, Wi-Fi availability, broadband speeds, and overall user experience. It also guides property managers and developers in integrating digital infrastructure from the design stage, while helping buyers, tenants, and businesses make informed decisions.

This framework builds on the Rating of Properties for Digital Connectivity Regulations, 2024, and follows a public consultation on the draft manual in May 2025, which drew feedback from 14 stakeholders, including service providers and consumer groups. The final version refines definitions, strengthens criteria, and clarifies implementation guidelines to ensure fair and consistent ratings nationwide.

TRAI Chairman Shri Anil Kumar Lahoti said digital connectivity is now as essential as electricity or water, and the framework marks a decisive step toward achieving the Digital India vision by making every building ready for inclusive, nationwide digital participation.
