Kuwait Municipal Council Questions Compliance on Telecom Tower Regulations

KUWAIT CITY — Municipal Council member Dr. Hassan Kamal has raised formal questions to the executive body regarding the enforcement of Table No. 17 of the Construction Regulations, which governs the placement and compliance of telecommunications stations, towers, and antennas across Kuwait. The regulation, issued in January 2024, outlined specific locations where such infrastructure could and could not be installed, including prohibitions on private and model housing plots.

Article Nine of the regulation requires that non-compliant towers and antennas—whether permanent or temporary—be corrected within 18 months of publication in the official gazette, with an additional six-month grace period for companies showing serious compliance efforts. Dr. Kamal noted that more than 20 months have passed since publication, questioning the degree of commitment by the Kuwait Municipality and the Public Authority for Communications to enforce these provisions.

He specifically asked what measures had been taken to address violations, how proof of compliance was being documented, and why new telecom towers had reportedly been installed on prohibited sites such as residential plots and model housing buildings. Kamal also demanded clarification on how such towers were licensed by the Municipality, the Communications Authority, and the Ministry of Health, stressing the importance of adhering to regulations and transparency in enforcement.

The council member urged the executive body to respect deadlines for responding to council inquiries, in line with Law No. governing Municipal Council procedures.
