Japan’s Digital Agency Partners with OpenAI to Advance Generative AI in Government

Tokyo – Japan’s Digital Agency has announced a strategic collaboration with OpenAI to develop and deploy generative AI applications tailored for government use, aiming to significantly improve administrative efficiency across public services.

Under the partnership, the agency will explore leveraging OpenAI’s foundational models to create specialized AI tools for administrative tasks. Additionally, ChatGPT will be made available to officials to assist in day-to-day government operations.

The Digital Agency already operates around 20 generative AI applications designed for administrative work, including the “Diet response search AI” and “legal system research support AI.” These tools help streamline legal research and legislative responses. The new partnership will expand such applications across government bodies.

The agency explained that OpenAI’s systems were selected due to their strong performance across evaluation metrics, but noted that domestically developed AI solutions remain under consideration for future use.

By combining international AI expertise with Japan’s push for digital transformation, the initiative is expected to modernize government operations, reduce inefficiencies, and support evidence-based policymaking.
