Jordan Introduces Mobile Number Portability to Empower Consumers and Boost Market Competition

Amman — Jordan’s new Mobile Number Portability (MNP) regulations, published in the 2025 Official Gazette, mark a major milestone in consumer empowerment and competition within the country’s telecommunications sector. The service allows mobile users to retain their numbers when switching between operators, ending long-standing barriers tied to “number ownership” and reinforcing user freedom of choice.

According to Ayman Al-Draisah, Commissioner at the Telecommunications Regulatory Commission (TRC), the move will make it easier for subscribers to move between providers without losing their numbers — pushing telecom companies to improve service quality, coverage, and pricing. “Competition will now be defined by value and customer satisfaction rather than by locking users into networks,” he said.

Industry leaders hailed the regulations as a turning point in Jordan’s digital transformation. Heitham Al-Rawajbeh, representing the ICT sector at the Jordan Chamber of Commerce, noted that number portability aligns with national digital economy policies and supports infrastructure modernization. He highlighted benefits including improved service quality, better offers, and the removal of psychological barriers that previously discouraged switching providers.

Digital transformation consultant Bilal Al-Hafnawi described the new system as “a foundation for digital identity,” explaining that the mobile number now serves as a permanent digital ID—critical for accessing government e-services, online banking, and secure authentication processes. He emphasized that MNP reinforces user rights by granting full control and portability across operators.

Wasfi Al-Safadi, a telecommunications and ICT expert, added that the 2025 regulations shift market dynamics from price-based competition to innovation-driven growth, encouraging investment in 5G, network quality, and customer care. “It’s a healthy step toward a more mature and sustainable market,” he said.

To switch providers, subscribers must submit a porting request to their new operator through official branches or authorized sales points, with confirmation handled via a free SMS verification from the Mobile Number Portability Service Center, supervised by the TRC.

By positioning the mobile number as a “number for life”, Jordan’s telecom sector takes a decisive step toward a more open, customer-centric, and digitally integrated ecosystem, supporting future innovations such as e-wallets, digital signatures, and smart government services.
