Riyadh — The Communications, Space and Technology Commission (CST) has invited public feedback on its proposed regulatory framework for Direct-to-Device (D2D) communication technologies and updated regulations governing Non-Terrestrial Networks (NTN) in the Kingdom.
The consultation, announced on October 14, 2025, aims to define a clear regulatory approach for D2D connectivity, which enables direct communication between mobile devices and satellites without relying solely on terrestrial infrastructure. The initiative reflects Saudi Arabia’s strategic push to expand nationwide mobile coverage, especially in remote and underserved areas, while accelerating the adoption of next-generation connectivity technologies.
CST said the consultation will explore potential use cases, business models, and technical standards for D2D communications, as well as the challenges and opportunities for deploying such services in the Kingdom. The effort supports Saudi Arabia’s broader digital economy goals and enhances resilience across its communications ecosystem.
Alongside the D2D consultation, CST has also opened public review of updated regulations for Non-Terrestrial Networks (NTN), which include:
- Regulations for the Provisioning of Operation Services of NTN
- Regulations for the Provisioning of Telecommunication Services over NTN
- Regulations for the Registration of Telecommunication Space Stations
These regulatory updates aim to attract investment, advance wireless innovation, and establish a modern framework that facilitates the integration of terrestrial and satellite networks to support emerging technologies such as IoT, smart mobility, and 6G infrastructure.
CST has urged all stakeholders — including telecom operators, technology firms, and international partners — to provide input supported by technical analysis and comparative studies.
