Central Bank of Libya, Telecom Sector Collaborate to Advance Digital Payments

TRIPOLI – October 27, 2025: The Central Bank of Libya (LCB), led by Governor Naji Mohammed Issa, held a meeting with Abdul Basit Al-Baour, Chairman of the General Telecommunications Authority, and senior representatives from major telecom companies — including Telecommunications Holding Company, Libyana, Al-Madar, and Libya Telecom and Technology (LTT) — to strengthen cooperation between the banking and telecommunications sectors and accelerate the development of electronic payment services.

The discussions focused on enhancing digital infrastructure, improving service quality, and expanding financial inclusion across Libya. Both sides underscored the importance of coordinated partnerships in supporting the country’s digital transformation and ensuring reliable, secure, and accessible banking and payment systems.

The meeting, held at the Central Bank headquarters, concluded with an agreement to form a joint working group comprising members from both sectors. This team will address infrastructure challenges faced by commercial banks and payment service providers, propose technical and regulatory improvements, and ensure uninterrupted banking operations nationwide.

The initiative aligns with the Central Bank’s financial inclusion strategy, which aims to modernize Libya’s financial ecosystem and strengthen the integration between telecom and banking infrastructure — a critical step toward building a resilient, digital-first economy.
