Algeria’s High Commission for Digitalization (HCN) and the United Nations Development Programme (UNDP) have signed a two-year cooperation agreement to accelerate the nation’s digital transformation. The partnership aims to modernize public services, expand connectivity, and strengthen Algeria’s digital economy in pursuit of technological sovereignty.
Under the agreement, UNDP will provide technical expertise and strategic guidance to support national training initiatives, develop local digital talent, and integrate global digital standards into Algeria’s ecosystem. The collaboration also promotes innovation through partnerships across government, academia, startups, and the private sector to build a sustainable digital environment.
The initiative supports Algeria’s national digital strategy, which emphasizes startup growth, digital literacy, and universal internet access. With more than 54 million mobile connections and an internet penetration rate approaching 77%, Algeria is making steady progress toward full digital inclusion.
This cooperation will advance data interoperability, streamline administrative processes, and enhance citizen services. Over time, it is expected to empower entrepreneurs, strengthen public institutions, and establish Algeria as a regional leader in digital governance, innovation, and sustainable development.
