Qatar Updates Guidelines for Radio Communications Sites to Accelerate 5G and Future Technologies

Doha — November 11, 2025: The Communications Regulatory Authority (CRA) has introduced an updated Regulation for the Construction, Installation, and Sharing of Radio Communications Sites, designed to strengthen infrastructure development, improve safety, and streamline approval processes for next-generation mobile networks across Qatar.

The updated regulation consolidates three previous frameworks into a single unified guideline, replacing earlier rules governing radio station construction, cellular base station standards, and site-sharing procedures. This unified approach promotes transparency, coordination, and efficiency, ensuring that mobile network expansion aligns with international best practices and Qatar’s national priorities.

Key Features of the New Regulation

  • Unified Framework: Integrates all site development regulations into one comprehensive document.
  • Infrastructure Sharing: Encourages licensed telecom operators to co-locate and share facilities, reducing duplication and improving cost efficiency.
  • Safety and Technical Standards: Establishes mandatory benchmarks for tower strength, load capacity, EMF exposure limits, and structural integrity.
  • Streamlined Coordination: Promotes early engagement between service providers, government entities, and municipal authorities to accelerate approvals.
  • Enhanced Oversight: CRA will conduct regular audits, inspections, and compliance assessments to enforce technical and environmental standards.

Driving 5G and Beyond

According to Ali Al-Suwaidi, Director of the Technical Affairs Department at CRA, the updated framework represents “a key step in enhancing telecommunications quality and consumer experience,” supporting faster deployment of 5G networks and emerging technologies.

“By simplifying procedures and reducing deployment costs, the regulation helps service providers operate more efficiently. It also reinforces national efforts to raise safety standards and environmental planning, directly contributing to the goals of Qatar National Vision 2030,” Al-Suwaidi stated.

The CRA’s initiative underlines Qatar’s commitment to building a future-ready, sustainable telecom infrastructure, capable of supporting high-performance digital services, IoT networks, and next-generation connectivity across the country.
