Senegal and ITU Launch Partnership to Boost Digital Development Opportunities for Young Women

A new partnership has been announced between the International Telecommunication Union and Senegal’s regulator, the Autorité de Régulation des Télécommunications et des Postes, with the goal of advancing digital development for young women across the country.

The initiative, titled Promoting digital commercial ecosystems integrating young women in Senegal – Phase 1, establishes a framework for close cooperation between both institutions as they begin implementing the programme. The agreement was signed during the World Telecommunications Development Conference (CMDT-25) held in Baku, Azerbaijan, where global digital development priorities were a central focus.

The project aims to strengthen young women’s participation in digital trade by developing targeted skills, enabling access to supportive digital ecosystems, and creating tailored digital tools. Although operational details are still forthcoming, ARTP has indicated that a full project document defining roles, responsibilities and procedures will be published.

Dahirou Thiam and Cosmas Luckyson Zavazava co-signed the agreement. Thiam emphasized that the initiative aligns with Senegal’s broader ambition to make the digital economy a key driver of national growth.
