Morocco Commits USD 140 Million to Strengthen Its Startup Ecosystem

Morocco has announced a USD 140 million investment package to support startups as part of its Digital 2030 strategy, aiming to position the country as a regional digital and innovation hub. The announcement was made by Amal El Fallah Seghrouchni, Delegate Minister for Digital Transition and Administrative Reform, during the Digital Now Forum 2025 in Casablanca.

The funding will be deployed across multiple pillars of the startup ecosystem. Around USD 81 million will be allocated to venture-building programmes focused on nurturing early-stage startups and accelerating their growth. A further USD 49 million will be directed toward expanding venture capital access, with the goal of encouraging stronger private-sector participation. An additional USD 7.6 million will be used to expand and strengthen Morocco’s Technopark network, which plays a central role in supporting entrepreneurs and innovation-driven companies.

Through these combined initiatives, Morocco aims to support the creation of 1,000 startups by 2026 and scale this number to 3,000 startups by 2030. The government sees venture-building programmes and improved access to capital as key drivers for stimulating entrepreneurial momentum nationwide.

Beyond financing, the strategy also includes measures to promote inclusive digital development. These include digital inclusion programmes targeting rural and underserved areas, as well as the launch of Jazari Institutes to strengthen regional innovation ecosystems and support local entrepreneurship. Together, these efforts are intended to enhance Morocco’s competitiveness and reinforce its ambition to become a leading digital hub in Africa.
