Morocco Launches ‘Startup Venture Building’ Program to Scale Digital Entrepreneurship

Morocco has launched a new national initiative aimed at accelerating innovation and strengthening its startup ecosystem, as the Ministry of Digital Transition and Administrative Reform and Tamwilcom officially unveiled the “Startup Venture Building” (VB) program in Rabat. Backed by a budget exceeding MAD 700 million ($76.2 million), the initiative is designed to support more than 800 innovative startups over the next three years.

The program introduces a structured framework that combines financial support with hands-on venture building and acceleration services, enabling startups to progress from early-stage ideas to scalable, market-ready businesses. It forms a core pillar of Morocco’s Digital Morocco 2030 strategy and aligns with the country’s New Development Model, reinforcing ambitions to position Morocco as a regional hub for digital innovation.

Speaking at the launch, Minister Delegate for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni described the program as a strategic addition to existing support mechanisms, offering a continuous financial and technical pathway across all stages of startup development. She emphasized the initiative’s role in transforming promising ideas into competitive companies capable of contributing meaningfully to the national digital economy, while also fostering an inclusive and sustainable entrepreneurial culture.

Tamwilcom Director General Said Jabrani highlighted the program’s operational focus, noting that it represents an unprecedented mechanism within Morocco’s startup landscape. He stressed that close coordination between financing instruments and support structures will allow startups to move more efficiently from concept to commercialization.

A key feature of the program is the introduction of a “living allowance,” providing monthly income support to experienced entrepreneurs so they can focus fully on building their ventures. This is complemented by an incubation grant of up to MAD 200,000 to support prototyping and market validation, an interest-free honor loan of up to MAD 500,000 for commercial launch, and seed loans ranging from MAD 500,000 to MAD 2 million to support growth and fundraising.

The initiative also places strong emphasis on high-quality mentoring and acceleration. Six venture building partners have been selected, including Moroccan players CEED Maroc and Technopark, alongside international firms such as Flat6Labs, Open Startup International, Renew Capital, and 500 Global. Together, they will provide startups with mentorship, market access, and scaling support.

By combining substantial funding with local and international expertise, the Startup Venture Building program aims to nurture a new generation of digital champions and play a central role in Morocco’s long-term economic and technological transformation.
